Electricity is widely used in various fields as a convenient energy. The development of the society put forward higher request about the electricity quality. Whiling measurement and control equipment used for the power quality in the power system is increasingly, the verification and calibration process of the equipment become more and more multifarious.In the process, the contradiction between the traditional verification and calibration equipment in function, performance and the cost and a lot of potential demand gradually revealed. Power measurement and control equipment with prefect function and cost-effective is coming into sight. It has a broad development prospects and market prospects. This paper introduces a model can be used in electric power measurement and control equipment’s verification and calibration purposes of single phase digital phase shifter design scheme. The scheme use Altera company FPGA devices as phase shifter signal occurs’carrier, combined the technology of DDS frequency synthesis, adopts16-bit ultra low power consumption microprocessor of TI company (MCU) as the controller system, fully exert its inner rich internal resources to system integration, control the signal amplitude with the internal D/A module and use internal A/D module for amplitude feedback. At the same time, the peripheral phase shaping circuit make up of the phase feedback loop, under the control of the FPGA internal control module, ensuring output signal of high precision digital phase shifter and stability. In addition, there is power amplifier in the output channels to improve the load capacity.First, according to the standard analysis of national and the electric power industry electric power measurement and control equipment, such as watt-hour meter, phase meter verification and calibration equipment, the paper study the basis theoretical, the basic functions an performance indicators in the design, including the range, accuracy and adjustable fineness of output voltage, output current, frequency and phase. In view of the phase shifter is divided into basic function modules, the system’s overall framework is proposed.Secondly, combined with the theory of DDS, analyze the specific phase shifter based on FPGA design methods, completed the core module and phase feedback control signal module of FPGA implement.On this basis of it, further complete the MCU module, control module and the peripheral hardware circuit includes the D/A conversion module and gain control module, the output channel, phase feedback module, amplitude feedback module and the human-computer interaction interface module.Finally, after the completion of each module design, completed the design of printed circuit boards and welding, the hardware circuit debugging, hard hardware description programming and software program, complete system integration and debugging of hardware and software, and to draw up the function and performance index of the system level test and analysis, verify the implementation of system function and performance standards.
