With the advent of the era of big data as well as the changes in people living and working way, microblogging, wechat, mobile office, mobile payment and other mobile data services have penetrated into the people’s production, life, entertainment and other fields. But the existing second-generation and third-generation mobile communication system has been overwhelmed, which accelerate the process of upgrading the system by operators, so the Long Term Evolution (LTE) which designed for mobile Internet network with flattened architecture has become the main select by operators. With the widespread deployment of LTE networks, operators have to face a problem that optimizing multiple network which containing2G/3G/LTE simultaneously.In order to reduce operating costs, reduce manual intervention and improve the efficiency of the operation and maintenance, the major operators and research institutions initiated a study of self-organizing network technology (SON) in3GPP. Self-organizing network is a network there is no central entity, it shares the information and services through the mutual cooperation by each node in the network. SON has self-configuring, self-optimizing, self-healing and other autonomous intelligence capabilities. The physical cell id (PCI) is a configuration parameter of the LTE wireless network that uniquely identifies the cell. Unreasonable configuration or improperly optimizing about PCI will result in data rates decline, mobile terminal call drop, handover failure.The allocation of PCI usually need to comply with two constraints: first, PCIs of adjacent cells are different; second, PCIs of any two adjacent cells of one cell are different. But there is a non-essential constraint condition is that the result of adjacent cells’PCIs molding3is different. The traditional PCI allocation method is generally considered the first two constraints, so although it can ensure that the correct configuration of the PCI, but if it does not satisfy the last constraint condition, inter-cell interference will affect the data rate, and even lead to terminal dropped calls. In the scale test of TD-LTE, there was a problem that the data rate declined because of not satisfying the third constraint condition. The papers will focus on self-configuring self-optimization mechanism of PCI and PCI allocation algorithm. First, studying the three different mechanisms of self-configuration and completing comparative analysis of the three mechanisms, then select the suitable deployment method for this research question. Then elaborated the allocation optimization algorithm which fully considering the PCI allocation constraints. Afterwards, it verified the optimization method with the simulation of use cases, and the results showed that compared with the conventional method, the method further considered the PCI constraints and can obtaine the right result with no PCI assignment error and make sure the interference is as small as possible.
