The rapid development of computer technology and network technology has brought great revolution to the field of medicine, medical and health industry gradually realized informatization. The information degree of Medical records as an important document in the hospital information system, directly influences information degree of the whole field. Electronic medical record system (EMR) as an important symbol of hospital informatization, the goal is to improve the quality of health care and services, to reduce medical errors and accidents. Implementation of electronic medical record system will help to improve the overall management level of hospital, and truly embody the service thought "take the patient as the center". The construction of electronic medical record system plays a very important role in the process of information technology for a hospital. In order to promote the rapid development of medical and health services, the study of the electronic medical record system needs more investigated.This paper describes the EMR design based on web according to the business needs.Firstly, In this paper, the Electronic Medical Record system website is designed based on WEB technology,which adopts three layer design mode based on B/S, and using ASP.NET、XML and SQL Server database technology. The website of EMR system is designed into several functional modules which include user login, user register, medical record entering, record retrieval, files management, remote procedure calls, personnel management, doctor-patient interaction etc. Medical staff can edit and browse medical records through the system, the patient can register, query medical record and consult the relevant information in the electronic medical records website, hospitals can share patient record through the EMR system. And this system helps the medical treatment be more simplified and be a network, it is of great significance in clinical management of hospital, and patient information Sharing.Secondly, this system uses XML technology to medical record storage and retrieval, according to the different needs of patients and doctors, we customized corresponding DTD specification for medical record files, the result will display in the browser with XSLT files. The unique advantages of XML on information sharing and information standardization determine that it became a powerful means of sharing electronic medical records, this paper uses the SOAP technology based on web service to realize the remote transfer of medical record.Finally, digital signatures and encryption techniques are introduced into the medical record to solve the authentication and confidentiality problems encountered in the process of data transmission and sharing of medical information, this paper discusses the advantages and disadvantages of asymmetric encryption algorithm and symmetric encryption algorithm, it combines both algorithms, finally made combination encryption algorithm to realize the digital encryption for medical record documentation, effectively guaranteed the safety of the medical record.
