With the development of the Medical Informatization Construction and the wide useof electronic medical record (EMR) system, it will to be a trend to establish the regionalmedical system. So, it is important to improve the ability of date sharing and date exchangeamong hospital, Medical Insurance Center and other agencies, and enhance capacity ofdata exchange between different medical information systems in a hospital. The present ofthe Healthcare Informatics industry, medical application systems are developed by systemdevelopers separately without considering date exchange and date transfer each other, suchas Hospital Information System, Picture Archiving and Communication Systems andmedical insurance system which are difficult in smoothly data exchange.The appearance of HL7standard provides technical conditions and infrastructure insolving the problem. HL7CDA is used to exchange documents, and mark up elementswith XML which is with good structure. The standard includes the full document-levelspecification, and supports many international medical information standards. For example,International code of Diseases(ICD), Systematized Nomenclature of Medicine--ClinicalTerms(SNOMED-CT), Logical Observation Identifiers Names and Codes(LOINC) and soon. The CDA document can be transmitted in an HL7message. It is good for achievingstructured EMR and information exchange between heterogeneous medical informationsystems.Based on the further study of the medical information standardization and structuredEMR, this paper starts from the implementation of the HL7reference information model.The structured EMR content model is designed after understanding the management modeand working procedure of hospital. Meanwhile, CDA document hierarchies, structures ofimplementation principle, the scope and role of CDA documents in the course of medicalare analyzed in detail, and then a structured Electronic Medical Records Building Systemis developed base on the Eclipse platform and through the XML language, Java languageand MDHT open source Toolkit and other technical means. In the system, structuredelectronic medical records can be implemented and CDA document can be parsed,validated and XSL displayed so the expected purpose is reached. All of which has animportant practical significance for the standardization and structured EMR systems, andlocalization of the HL7CDA standard.
