The Design And Implementation Of Procuratorate Review And Approve The Arrest Business Management System For Weifang

The arrest is the most stringent enforcement measures in the criminal proceedings, the current program of examining and approving arrests is a term of unilateral authority behavior of a procuratorial organs, and it is also an administrative approval procedure. With the development of information technology, how to raise work efficiency, reduce operating costs, strengthen the construction through high-tech means has drawn prosecutorial systems’ attentions. For discharging of the functions of investigation and supervision comprehensively, accurately and effectively, improving the quality of approval of arrest case, Weifang’s Procuratorate proposed to establish an examination and approval of the business management system based on the specification of the case examining and approving arrests. Procuratorate for examination and approval of arrest work is completed with the help of network which improves the efficiency of examining and approving arrests.This paper describes the design and implementation process of examining and approving arrests business management system which is supported by UML modeling language, use-case diagram, class diagram and sequence diagram. Firstly, the background of the development of the system is given. Secondly, analysing business needs on the basis of demand research,then the system is divided into seven demand modules:the case management, the review management, the change management, the reconsideration and recheck of submit management, the requesting instructions case management and the transfer of management, which is also described the needs of every module by use-case diagram. Designing each functional module structure of the program based on system architecture. The system architecture is supported by SSH technology of J2EE.Then describing the system with diagrams and UML static structure. Finally, the procuratorate for arrest inspection and ratification business management platform is established by integration of the system function modules repeatedly which also depicts the interface of the function of the system. The system uses B/S architecture and realized by the SSH framework based on J2EE technology, applying SQL Server2005as the database server and finally achieve the functions of the accepting the registration of cases, arrest case review, the change of measures and decisions in arresting, the reconsideration and recheck of submit, the requesting instructions case,record the case as well as the transfer and case referrals.The system makes it possible to follow-up supervise the approved cases of arrest, knowing if the investigative organs change coercive measures, take of the case transfer examination and prosecution or not in time.For the cases which are not approved in the case of lacking evidence, tracking the supplement check situation of the investigative organs, supervision and timely re-approval of arrest. The system will provide an electronic platform of the arrest inspection and ratification business management of Weifang’s Procuratorate.To build up an arrest inspection and ratification business management system, the system provides a platform for sharing business information and case of the examining and approving arrests.It makes it to understanding of the facts of the case in advance as well as be familiar with the evidence which on the one hand shortens the investigators cycle on the other hand raises the efficiency of the work.
