The function of archives mainly includes administrative reference, chronicle reserve and academic research. At that time, there were three main archival management problems:Organization was not sound, poor management ability, classification was not reasonable and indexing tool was not complete. The managing methods of archives were concentration and dispersion at that time, the writers mostly advocated concentration in the books. Personnel issues studied and discussed in the books deserved us to learn diligently, the writers not only analyzed the improper and influence on personnel issues, but also proposed rules on personnel selection, training, employment and examination to archival works, Yin zhongqi firstly proposed the employment, making things and cultivation methods for archival leadership, he also put forward the slogan of "Youth should strive for archives", he thought that the youth joined in the archival work can become the vanguard of reform, remove the old and bring the new life for archives.The production of archival books during the period of the Republic of China was an important symbol of the archives in modern China; it not only established a new framework of archival management, but also set an example for the study of the archives in our country. Although we found some limitations in the books during our research, for example, the contents are direct authority summary of archival work experience; transplant the archives and library science abroad; some books is incomplete or too simple etc, but these limitations never deny or ignore the value of the books on archives in modern China, and the important significance in the study of archives today.
