The series of reports include Qiu Baoxing’s academic report about "the New Urbanization", sustained attention to urban air quality standards, dynamical concern about the property market in Jinan, deep visits the township industry of Luquantun town about "Transferring Mode, Adjusting the Structure, Innovative Developing". The significances of the reports lie in unscrambling policy, reflecting the common aspirations of the people’s livelihood, analyzing the typical problems of urbanization and experience, and criticizing and supervising urbanization deviant behavior.In the section of description, the author had carefully written exposition of planning and the written process of the reports. The origin of the planning embodies the party newspaper Agenda Setting, aims to grasp and respond to the major policy issues and the significant matters that people generally concerned about.
