1901saw the "New Deal" started by Qing Government. As a result, China ushered the second climax of creating civil newspapers. In the following decade, capital, talent, technology along with strife and oppression flocked into print business. Mass media and the Chinese society linked together closely in an unprecedented gesture. Especially in Shanghai, the center of modern newspaper in China, newspapers gradually become an indispensable part of common people’s daily lives. With the further development of the process of "urbanization", the relationship between newspaper and city changed.Shibao, founded in1904, a typical newspaper in this period, reflected this changing progress. Its born place Shanghai embraced a liberal political environment and a well-developed commodity economy, its journalists came from the old intellectuals, its political purpose were "constitutionalism" and "reformism ". However, from the first day of its launch, Shibao had took on some new characteristics which highly adapted to urban civilization.This article aims to explore these new features appeared in the interactive relationship between newspaper and city. Through analyzing how Shibao operated in three different angles from1904to1912, this paper argues that in the context of the development of "urbanization", a number of civil newspapers.mostly created in late Qing Dynasty, showed an "urbanization" newspapering tend. These tend met the new needs of urban readers and city life, improved the efficiency of newspaper achieving its functions and promoted the progress and development of modern Chinese society.This paper is divided into seven chapters, the first chapter is an introduction of the background, purpose and methods of this paper; the second chapter is to explore the creation and development of Shibao, including its creation background, position and main features; Chapter three concerns the formation of the intellectuals of Shibao, focusing on how they completed the transition from the old style intellectuals to professional journalists; In next three Chapters, I explore the tendency of "urbanization" of Shibao on different dimensions through combining the comments, the reports, and the edit work with "Commentary","Zhou Shengyou Case" and "Priceless Treasures Expo" respectively and analyzing the newspaper text with historical materials comprehensively; The last chapter is the conclusion.
