The highly toxic chemicals, with most hazardous residues, do great harm to human bodies. It could cause problems in the slightest mistake. With the rapid development of economy and society, to improve the management level and efficiency we have introduced more and more technologies in the management of toxic chemicals. In this paper, combining with the actual public security bureau of Weifang City, we implement the highly toxic chemicals management system in line with the actual situation of Weifang city.In this paper, the highly toxic chemicals management system we have implemented is a management platform based on B/S structure, which is easily to be accessed. Based on the procedure of software engineering, this paper illustrates the requirements analysis, system design and software test in detail. This paper first analyzes the existing problems in the management of highly toxic chemicals in China, and points out the necessity of highly toxic chemicals management informationization. Then, we put up the concept of one-stop management platform based on B/S structure. This paper makes a detailed requirement analysis on the highly toxic chemicals management system. Considering the work flow of the highly toxic chemicals management and the roles in the system, we put up a cooperative-work platform including the company, the local police station, the police station in the county, public administrations and the police station in the city. In the system design part, we introduce the design and implementation of the main modules in detail, and we develop the system using MVC module under J2EE platform, the struts, spring, ibatis technologies are used in this part. In the software testing part, we have designed a rational testing strategy to ensure that management system is comprehensive and correct. Finally, this paper makes a conclusion for the project, and describes the future jobs for the project.The design and implementation of the highly toxic chemicals management system are aimed at maintainability and better usability. It not only facilitates the corporate users, but also makes it easier for the management to work based on relevant policies. The application can make fast response to the change of the management flow. The management system has been successfully used during the period of practicing.
