Qing Dynasty is the last feudal dynasty in the history of our country. Qing Dynasty is not only in the transition period of China’s ancient and modern society, but also in the alternative period of ancient Chinese newspapers and modern Press. During this period, Peking Gazette began to change from the official newspaper to civil Newspapers, and the readers conclude a wide range from official bureaucratic to the marketplace clerks. Gradually, Peking Gazette indicates the most mature and the most complete form of the development of China’s ancient newspapers. Peking Gazette became the most important one of the carriers of information dissemination between the ruling and opposition parties of ancient China. These changes occurred on the Peking Gazettes both significantly different from the various dynastic history, and other ancient communication carriers. However, it fails to clarify about many problems of it, such as empirical study on the Peking Gazette of Ming Dynasty, the dialectics on the nature of the newspaper room in Ming and Qing Dynasties, the evolution of the internal regularity of Peking Gazette, the audience impact of Peking Gazette, the relationship of Peking Gazette and Ti Bao, the relationship between Peking Gazette and the social control of the feudal dynasty, etc.The first chapter of the article describes the origins of the Peking Gazette. As a link, the word "Peking Gazettes" strings the discussion of three viewpoints on the problem together. The second chapter describes the history of Journalism and Communication in Qing Dynasty. It shows how the Peking Gazette grows and germinates and bears fruit in the context of the Qing Dynasty. The third chapter starts from the point of view on the historic philology, and retrospective and study diachronically on the deposit situation of the Peking Gazette. It is to lay a solid foundation for a large number of analyses of later text; The fourth chapter describes the rise of the newspaper room.Because the Qing Dynasty folk newspaper room directly from Ming Dynasty, it is essential to explore the folk newspaper room of Ming Dynasty. It is benefit for clarify about the context of the development of the Qing Dynasty room. The Chapter V,VI,VII have an analysis of in-depth content on the issue, audience and communication control in the Qing Dynasty. The final chapter, as the title is "the value system of the Peking Gazette in Qing Dynasty", is not only the sublimation of all the appearance of the Peking Gazette previously described, but also the questioning of the completion of the historic mission. There are three points of innovation about the paper:First, the subject matter is very innovative. Most existing Peking Gazettes research lack systematicness and unity. The paper is currently focusing on the topic and starts a structured textual research.Second, the research methodology is more innovative. Unlike a chapter of the general history of Journalism and Communication or papers in a single article, this topic will combine the perspective of historical philology and journalism and communication science. It will focus on the matic study in the Peking Gazette in the Qing Dynasty. Finally, the historical data is newly discovered. The author finds retrieved hundreds of articles about" Peking Gazette" from public and private documents, such as Complete Library in Four Divisions and Twenty-five histories of dynasties, and other datebasees, etc. It will lay a solid philological foundation for my writing.
