Preliminary Study On The Construction Of Rural Resident Health Archives

To strengthen social construction should focus on ensuring and improving people’s livelihood, and solve the most direct and realistic interest problems which people most concern about.2007Report of the17th Party Congress highlighted the social construction focused on improving the livelihood of the people. The report pointed out that we should attach great importance to people’s health, take the fact that everyone will have access to basic medical and health services as the content of the comprehensive construction well-off society goal. On March17,2009, the state council putted forward the proposal about deepening medical and health system reform. The proposal indicates that the focal points of the current medical and health informatization construction are "playing three bases、building three platforms、 improving business application system". One of the cores of "playing three bases" is establishing a nationwide unified and standardized residents’ health archives. Rural resident health archives work emerges as the times require in this environment.Rural resident health archives management becomes a new topic of archive management in our country. In2011, the Ministry of Health announced the national basic public health services specification (version2011). It states urban and rural resident health archives management service, health education service specification, etc. Rural resident health archives has gradually become the focus of archives and archives academic research hot spot. At present stage, rural resident health archives work has made achievements, but there are still some problems. The problems mainly include weak social archive consciousness, imbalance of rural resident health archives development, unsound management system, serious "file dead" phenomenon, presence of information security risks, etc.The fourth part:Countermeasures to strengthen rural resident health archives. In light of the present condition of the rural resident health archives work, measures should be taken in order to carry out the rural resident health archives work better.The last part:Summary. Summary the article and make prospects.As the new task of the archives management, research on the resident health archives and archives work has important significance. It can promote the realization of the equal basic public health services and the development of people’s livelihood project. It also enriches the content of the archives management, and promote the development and improvement of the archives work.
