With the rapid development of mobile communication, the next generation of mobile communications systems has introduced a large number of parameters and data processing, making communication networks more and more complex, leading to the surge in costs of network planning and operating. In order to reduce operating costs, and provide users with better experience, operators raised self-organizing network (SON) technology. The self-organizing network mainly includes three major functions:self-configuring, self-optimization, and self-healing.Major international project group has been proposed some mature technology in self-configuring and self-optimizing, but the research on self-healing is relatively much less, and there are just three specific cases--cell outage prediction, cell outage compensation and cell outage detection, which only have a more stringent definition, but does not propose a specific plan. This paper is a cell outage detection, judgment and positioning algorithm. First, according to the characteristics of cell outage extract parameters to meet the cell outage characteristics from the terminal, the base station and the operation and maintenance center, and put forward a algorithm of cell outage detection which based on support vector. There are a very strong performance in the reliability and validity of the system. In the algorithm data objects as a whole are included in a domain. And then input the sample data to algorithms to determine output whether these objects as a whole in the normal domain. For the cell outage judgment and positioning, also designed and implemented a method based on the diffusion map a high-dimensional data sets drop high dimensional to low-dimensional, and thus can locate which part of the cell outage occurs. From simulation found that the design of the program are to achieve a better effect.
