Heterogeneous network environment composed by streaming media terminals and transmission networks is becoming more and more complicated which hinders the development of streaming applications. Videos that using Scalable Video Coding technology have strong advantages including flexible bit rate, good ability to network, and effective error control and error concealment technologies, Which is an effective way to solve the problems of video communication in a heterogeneous network. Beside the brief introduction to video coding technologies and fundamentals about streaming media, this paper focuses on the design and implementation of congestion control algorithms and streaming media system which is based on the flexible bit rate of SVC.Firstly, a new congestion control method which meets the requirements of application and takes use of the flexible bit rate is proposed. This algorithm take considering of TCP-friendly and stable bit rate in real streaming media applications, and specifically designed for the characteristics of the step change of H.264/SVC bit rate. Numerical results show that the algorithm is TCP-friendly and has stable bit rate.Secondly, in order to prove the adaptability of H.264/SVC videos and the effects of the proposed congestion control method, this paper gives the implementation streaming multimedia server and terminals based on Live555and Open SVC Decoder. Effectiveness of the congestion control algorithm and network adaptability ability is also given. These can be used as the basis for the development of further applications. In addition, taking into account the requirements of large-scale application, on the basis of the analysis and comparison of various server cluster deployment scenarios proposed cluster based the RTSP redirection and Linux virtual services mixed two deployment scenarios.Finally, tests are done for the adaptability of H.264/S VC videos, the performance of the proposed congestion control algorithm and the ability of the streaming multimedia server are tested based on streaming media server and terminal software. This paper also gives the analysis about the test results.
