The internet public opinions is a double-edged sword,which can not only promotethe development of economic and the progress of the society, but also make the wrongguidance to confuse the public opinion,and disrupt the order of socity.it’s a bigchallenge for management model of the transformation period government, to deal withthe online transmission of crisis information and the public opinions. It’s a problem tobe solved urgently that the public need to be guided to express their view legally andordely and network rumour should be controlled to avoid the group incidents.This paperis on the view of crisis comunication. The process of the crisis transportation is thethreads, which include the start, development, peak and depression of crisis. First ittells the evolution of the relationship model between the crisis internet public opinionand government management, and the positive meaning and negative effect of theexpress to the government management. Secondly, the paper deeply discuses by casesfrom the crisis of government-citizen conflict, doctor-patient conflict and rich-poorconflict. Thirdly, from the side of the relationship of the government, the media and thepublic, discuss the game-playing relationship of the government and internet users bygame theory, and discuss the predicament of the internet public opinions andgovernment management. And find the problem during the government dealing with theinternet public opinions. Finally, compairing the experience and acts of developpedcountries on crisis management and conmunication, it elaborates systematically themeasures and way how to effectivly control internet public opinions during crisisconmunication in our country.
