In order to ensure the sustainable development of cities, how to use the information technology to improve the efficiency and the utilization of the urban infrastructure, is eager to solve.Using WCF communication technology, this paper is based on Microsoft’s Silverlight platform, it has established the workflow-based urban public utilities operations management platform,thepaper has done the following works:1.Regulates the disposal process of the operation and management of urban utilities. According to the relevant provisions of the Dongli District Planning Branch, we classified the infrastructure supporting services, and formulated the processes of submit, review, confirm, reply for different programs by the workflow technology.2.Make the cooperation among the developers, counters and professional firms more coordinated, so they can work more efficient.3.According to the status information, production data, operating data statistics and analysis of the operating system, it can detect the state and potential problems of city running signs, as well as the operational forecast.4.According to the information of the operating system, it can make the monthly report and annual report, so it is helpful to get a macro-analysis and overview about the operations status of the company’s, and to facilitate the development of annual plans and monthly plans, as same as to enable the staff more aware about operation information of current month and year.5.Major flaw of the system for developers of new projects and submitted to the various needs of the window staff and professional company to receiving hearing and put forward their views corresponding operation, while a step-by-step projects submitted by developers continueperfect. timely communication among users by mail or messaging features.
