With the rapid development of social economy, the construction of new socialistcountryside is being accelerated. The countryside has become increasinglymodernized. As a result, power consumption in rural areas has increased dramatically.To meet the power demand, China is transforming the power network in rural areas.The administration of power distribution network based on traditional manners can’tmeet the rural users’ increasing power demand. Rural power distribution networkmust be administrated by informationalized means to ensure the smooth constructionof new socialist countryside through changing the present administrative mode of itGeographic Information System (GIS) is a new subject, which is based on thecomputer technology of hardware and software, inquire and edit the entity-orientedspatial data and establish the connection between attribute data and space data. Due tothe data with much information of spatial position involved in administration ofpower distribution network, the data such as power distribution business, electric wireand power distribution device in network management of rural power distribution areadministrated by GIS with powerful managing ability of spatial data to provide anadministrative platform of power distribution network with visual function fornetwork administration of rural power distribution. This enormously improves theefficiency of rural power distribution network administration and guarantees thepower supplying quality in rural areas so as to offer a better service for powersupplying.The system is divided into such four phases---system requirement analysis, systemdesign, system implement and system test based on the theory of software engineeringin the systematic design and implementation. This paper is to make a research on thebackground, purpose and significance of the project. Moreover, the managementservice of rural power distribution network is analyzed and described to explain the necessity of service management and its informationalization. Then comes thedemonstration of its main technical characteristics and advantages. The goal isfirstly set at the stage of systematic requirements. It is divided into three stages andthe methods of requirement analysis for each stage are introduced. At the stage ofsystem design, systematic design discipline is confirmed and general systematicstructure is designed then the systematic environment of physical structure and entirescheme followed by designing system function in detail, listing main data tablestructure of the systematic data base and drawing the E-R diagram. At the stage ofsystem implementation, the concrete complementation of function is describedspecificly, the core code is listed and the main function of the system is demonstratedby screenshot. At the stage of system test, the plan of system test is made and thesystem is tested through the method of test case then the systematic test outcome isoutput. Finally, the overview of the system is shown to conclude the fulfilled functionand mastered techniques as well as the shortages.
