Study On The Mechanism For Long-term Preservation Of Network Information Resource

With the rapid development of network and computer technology, the society has entered in the era of information technology and the digitalization, the network information increase richer and richer, and people depend on the network information more than before, but due to the special nature of the network information resources, strong timeliness of network information resources, strong dependence on the technology, carriers, software, hardware and so on, it is precisely because of these features so that a large number of information resources had disappeared before people realized the importance of the preservation.The lifetime of the network information resources is very short, while the value of many information resources are immeasurable, how to make these network information resources for human long-term access to and use become the urgent task of mankind, the long-term preservation of network information resources is imminent. Countries around the world have carried out the long-term preservation projects of network information resources, the famous of which are the PANDORA project in Australia, the United States NDIIP project, China has also carried out the practice, such as WICP. As relatively late to start the projects in China, the low starting point, coupled with the limitations of the technical, economic, and environmental factors, in general, the preservation work is still in a non-standard state, so, all of those severely hampers the development of a long time to preserve our network of information resources. How to ensure network information resources stored for long time to work in an orderly, stable state better has become a serious problem.This article describes the importance of the work of long-term preservation the network of information resources, analyzes the web archiving theories and practical mode, including Five Laws in library science, information life cycle theory, the theory of sharing of information resources and total quality management theory, analyzes the preservation project of domestic, then proposes and analyzes the building elements of long-term preservation mechanism of network information resources combined with the current situation of our country, including the elements of policies and regulations, the elements of the main responsibility, the elements of the technology platform, financial and economic factors and sharing elements, through the analysis with the introduction of these factors, according to the Network Information Resources Evaluation indicators, proposes quality monitoring of the network information resources long-term preservation work to serve as a reference for the future, including the preservation management mechanism, the monitoring of the contents mechanism and user service quality mechanism. Of course, the practice in the future we will take will encounters a lot of problems, which require us continuous researching, continuous capturing, optimizing China’s legal environment, improving preservation techniques to enhance the professionalism of professionals, expanding sources of funding to ensure preservation work in an orderly, stable state. I believe that the important spiritual heritage of mankind network information resources will still be able to play its role under our joint efforts in the future.
