With the rapid development of science and technology, advanced information technology hasbeen widely used in weaponry and combat command. The war in the future will be characterizedby information. For the unique geographical location and highlight advantages of gaininformation, the space is showing an important value on information revolution. the integrationof military power will be more dependent on the ability of accessing and using space-skyinformation. Space-Sky Information Network an integrated network system of the land, sea,space and sky, with independent capabilities of gain, storage, processing, and distribution oninformation. And access control technology is the premise of Space-Sky Information Network toprovide fast and efficient service, and key technology to access. Therefore, study on reasonableand efficient access control technology is of great practical significance to Space-SkyInformation Network and national defense construction.This paper first introduces the architecture of Space-Sky Information Network and analysesthe key technologies involved in access control. And then it gives a brief description of nearspace platform as access layer, and designs the structure of access network, then deploys of thenear the space layer. The last designs parameters of the access control system.Secondly, a strategy, based on price and customer satisfaction, is proposed in regard to thefairness question on access of equal-priority users and different service types in the accessstrategy based on user priority. This strategy limits the access of large-data rate services bypricing the different rates services, to eliminate the capture effect of the large data services. Andit makes different business access with a certain fairness, in the case of no reducing the resourcesutilization and benefits of system,. Finally, the simulation experiment show that, under thecondition that reducing the access success rate of large-data rate slightly, it improves accesssuccess rate of the other services greatly and gains a certain fairness.Finally, it studies the handoff in communication process, and makes an improvement of thehandoff strategy. To the point of improving handoff accuracy, a balanced handoff strategy basedon moving path prediction is proposed. This strategy makes use of Newton’s interpolationmethod to predict the terminal moving path in accordance with the existing location information,so that it can select a more accurate handoff destination base station. It can eliminate the ping-pong effect of handoff and improve the access success rate of new calls. And it makes thebase station load balanced and extends service time. The last, the results of simulation show thatthe strategy can gain a corresponding increase in new call access success rate and systemresource utilization.
