The pricing problem of multi-prior communication networks are regarded before the 1990s, which is lack of economical backgrounds, while it becomes the focus of scientists in recent years. The requirement of network is increased by exponent and it is stimulated by the high profit which is pursued by customers, so the supervisor of network can not meet the requirement of market only by increasing the network resources. Resently the focus of research is transferred to improving the utilization ratio of network resources and providing higher network quality of service (QoS) to meet the continuously requirement of consumers and increasingly multiformity of network application. At the same time, it predictes the lack of network resources (buffer, Broad Band, etc.), therefore the pricing can be used as a means of solving problems, such as the insufficient resources assignment, controlling network congestion, improving the quality of network service.Based on the analysis above, the incentive pricing management strategy of stochastic network system will be set up using the maximum surplus of the system and users as target function to adapt the continuously requirement of consumers and increasingly complexity of network application for the nonce. And also, the network can be kept at the equilibrium point by incentive pricing strategy which has the adjustment, guiding and incentive function. The purpose of this work is to set up and consummate a proper dynamic pricing mechanism, to strengthen the incentive function of the dynamic pricing mechanism applied to stochastic requirement, to improve the utilization ratio of network resources and to control the happening of the network congestion rather better.
