In recent years, the progress of science and technology has been pushing the development of communication network technology, and people’s demand has been transferring from the original simplex voice calls into comprehensive demand of data, image, sound etc. Along with the rapid development of the society, this kind of demand is becoming more and more complex, diversified, personalized and intellectualized, and the original network can no longer meet the demand any more. People look forward to a new type of communication network to provide a new generation of communication service. In this background, NGN, a integrated product of PSTN voice network based on TDM and packet network based on IP/ATM, made it possible to provide voice, video, data, and other comprehensive business on the new generation network at the same time. So to speak, NGN started the construction pace which transfers from PSTN network based on circuit switching to IP network based on packet switching. Soft switching technology, as a new kind of packet switching based control technology, becomes the core technology of NGN network construction.With the release of the3G licenses, the three communication operators of China started the construction project of packet switching network. It’s becoming more and more important to reduce the network construction investment with the existing resources, to reduce the operating cost of maintenance, and to improve the network’s quality and so on.With all the above reasons, this paper introduces the soft exchange technology and the development of NGN network respectively, and put forward how to use the soft exchange technology to build the NGN network with existing resources, and how to realize the smooth transition from the existing network to NGN network. Besides, we will cite two engineering cases to introduce the ideas and detailed process of upgrading the original network to NGN network with the soft exchange technology based on the existing network.
