As a core of the Next Generation Network (NGN), research and application of the softswitch technology is highly regarded by all international and national carriers. To construct softswitch tandem networks to separate IP based services with controlling and call with carrying, loading services is provided with important significations for providing agile multi-services, efficiently reducing costs of constructions and operations of telecom networks.In this paper, based on lucubrating softswich technology the design and implementation of network construction, network element setup, layout of IP addresses, network management and safety for the problems of single services, aging equipments and complex network structures in NingXia municipality are made. Optimization of IP MAN in existence on network layout, node structures and route organizations, solution of the problems of credible safety on IP tandem networks and QoS guarantee, and optimization of memory usage of softswich, controlling CPU over-loads, mechanism of chain detection and background data-base systems are described in details. Measurement of the softswich network, incision and interlinkage of services on softswitch networks have already implemented.Ningxia softswitch network has already gone into operations and is stably working now, so that the value-added service such as IP Centrex, WEB800and video phone can be provided to subscribers, this network realize convergence of broadband services and narrowband services and new growth point of income can be created for Ningxia Telecom constantly.
