With the deepening of the country’s political system,transformation of governmentfunctions,government transparency and public service requirements rising,makes thestructure of government organizations continue to develop and process changes.To solvethe above problem,Government is bound to accelerate the pace of reform and strengthenthe integration of information resources within the Government to improve theirmanagement efficiency.The concept of co-government has become increasinglyimportant.Therefore, developing a set of government coordination office systems toachieve the party and government organs of internal transactions, business managementand public service functions such as the implementation of the work content of thecooperative office automation, government agencies and departments to improvecoordination between the office efficiency and improve the scientific decision-making,accuracy, improve the overall management and shaping the core competencies are ofgreat significance.This paper based on the actual business of the government office to conduct adetailed needs of research, advanced development model and development platforms.Inthe architecture design, the use of advanced SOA architecture theory, applicationintegration of Web Service technology departments decentralized business systems andinformation resources to solve the regional inter-departmental information silos,application silos and silos of resources. In architecture, the use of B/S structure, toachieve the presentation layer, business logic, data access layer three-tier architecture.In the development of technology, the use of JAVAEE technical specifications, flexibleuse of Ajax, XML, reconstruction and other technologies to achieve cross-platformsystems, load balancing, ease of use, scalability, and friendly human-computerinteraction and so on. In terms of system security, data encryption using MD5, securityauthentication mechanisms operate.In this paper using software engineering theory, using the traditional waterfallmodel of software development methods to the Unified Modeling Language (UML) for the analysis and design description language, system of government coordination officeneeds analysis and detailed design. In the system requirements analysis stage, throughadequate communication with the user communication, the use of UML for systemmodeling, design and implementation of the system and lay a good foundation. In thesystem design stage, using a modular approach to system is divided into severalmodules, each module features a clear point and interface, create a system of functionalarchitecture. Database design, analysis and design system ER diagram of the systemdatabase logical and physical design. For the amount of data, and securityconsiderations, the system will use the Oracle database.
