As the government affairs informatization becoming the foundation and faucet of the country all-around informatization, it has been more and more taken into account by each level government. Governments of different levels hopes that the public who applies modern information technology to be in progress handling official business , manages and provides to society all round serves. As the fact that most applications are just limited to the general use of soft-hardware environmental improvement, they are short of pertinences about official business manage. So, it's urgent to conduct the informatization construct according to the characteristic, role and the exercised duty in the government department of Hai Dian District. This article design and realize the government affairs system of Hai Dian District according to its situation. This system takes the application for the guide, and be able to satisfy the informatization of the present government affairs and sustainable development.This thesis mainly discusses several concrete modules of the office system and business system including drafting module, notice module and personal address book module. Drafting module contains drafting documents, checking documents and backing archives which are used to kinds of sign bills and text plate. They can be used to draft different types of documents. Notice and announcement module contains the functions of draft, check, publish, inquire and look the person's information who has read. At the same time, it can manage sorts of notice information unify. Personal address book contains functions such as creating and deleting groups and person to connect, inserting and deriving their information. These operations are used to manage each basic information of oneself and person to connect in every department, they can make the acquirement convenient, thus improve the efficiency.The Unified Modeling Language or UML is used as standard language for specifying, visualizing and constructing. The system chooses J2EE as the programming development platform, eclipse as development tool, Oracle as database to realize all of the functions. This thesis not only discusses the whole instance but also gives the detailed requirement analyses and system architecture. To illustrate, some topical samples are used to show how system modules are designed and implemented. At the same time it also describes the detailed design for the most difficult and important module, such as ordering and developing business modules which are based on work flow, the realize of electronic sign, configing of inquire page, extracting of common page and so on, and it shows the codes and interfaces at the same time.This thesis use software engineering' method, from the points of view of system analysis, system design, software exploitation, item management to come true a government business system which based on Hai Dian District for the project background. At present, this system has been putted into practices well. Through using this system, the government handles the optimization restructuring being able to realize the government framework of organization and the technological process working , the isolation between exceeding time and space and the branch restricts , provides administrative efficiency , reduces administrative cost , improves the government job providing society with high grade and all-direction , standard but transparent, in keeping with international standard administration and serving.
