Nowadays, e-government is developing rapidly. All levels of government are setting up their own e-government system, from top to bottom. E-government refers to highly efficient, high quality, standardized and transparent management and a full range of Services, provided by all levels of government for the whole society. During the course, the government generally uses modern information network and digital technology to change the traditional mode of implementation business and realize the integrated management and operation among Business, government, business and affairs, and meanwhile achieve the organizational structure of government and the reorganization of workflow optimization beyond time, space and constraints separated by department.As the most basic government institutions in our country and lies in the bottom unit of the overall framework of e-government, grass-roots neighborhood offices undertake the most direct mission of masses service. By constructing the e-government, the improve efficiency of government agencies to send a social work service so as to pass up and the increase of the transparency of service will be the core problem which needs to be resolved.At all levels of e-government system, some are strongly majored, some are used as a management function; while the one-stop e-Administrative Services, the Chief of openness, the Chief portal, online business tools and information, not only improve the government efficiency, but also convenient the masses.This paper introduces the emergence of e-government development at home and abroad, discusses the Chief's position of the e-government in the e-government Chief informationization and elaborates the concept of e-government and the theoretical models.On this basis, it studies the object-oriented system design and analysis, including the UML and Rational Unified Process, object-oriented database design steps, design principles and basic requirements. Besides, it contains the introduction of the J2EE architecture and core design, MVC design patterns, analysis of demand and e-government, as well as the characteristics of J2EE general argues. What's more, it proposes the e-government based on J2EE technology framework and operational framework and has representation on the part of the module design discussed in detail.Some of the key technologies and solutions are as follows:1. The use of Struts + Spring + Hibernate multi-tier architecture makes J2EE presentation layer, business layer, persistence layer independence better to increase the reliability of software systems;2. In accordance with the specific business systems it develops a distribution of user rights and access control strategy, combines the corresponding set-up data tables to achieve two-way communication and the management of the system user rights;3. Good scalability, you can increase or delete the web columns, the content and the new system in e-government whenever;4. The distribution content system is convenient, simple and with powerful editing functions corresponding office;5. Get through the optimization of system security, combine the database management safety and the security provided by Hibernate;6. The analysis of the system design adopt an advanced software engineering thought, and use the full implementation of international WEB SERVICE and open interface standards, ensuring the efficient and reliable system and openness.From the grass-roots system of the effect of trial operation, it achieves the design objectives, meets the day-to-day office needs, resolves inter-departmental business deal, and eliminates the information-isolated phenomenon within communities. Also, it integrates government resources , speed up the flow of information , standardize the flow of the office and improves the efficiency.
