With the enhancement of our national power, the pace of information constructionof army has been faster and faster. The sorts and types of armed vehicles becamemeritorious. It usually needs stringent regulations and controlling which means thatchanging drivers without permission during the driving is forbidden when the vehiclesare out on duty. It also calls for arrival on time, and the mileage should be recorded indetail. Using the car for personal use is not permitted.The traditional vehicle dispatch management in forces is always based on the formof artificial transcripts. It is difficult for the vehicle dispatcher to grasp the informationof drivers and vehicles. Moreover, the dispatch information of the vehicles is hardly toget a unified management. The manual registration is not only complicated procedures,low management efficiency, but also difficult to save. In addition, the dispatchingefficiency of artificial scheduling is very low, and prone to cause inaccurate schedulingdue to some human factors.This article targets the information dispatch of troop vehicles which is based on theadvanced heuristics algorithm. Meanwhile, by the means of computer technology andinformation technology, we could realize the systematic analysis and architecture designof military vehicle dispatch management. The basic information of the drivers andvehicles in the process of vehicle dispatch can be unified management, dispatching themilitary vehicles by means of heuristic dispatch algorithm and standardization ofbusiness processes respectively. These improve the efficiency of vehicle dispatchmanagement, reduce the management costs, and provide a new idea of vehicle dispatchmanagement for troops.In this paper, the hybrid architectures of C/S and B/S are adopted. By means ofVisual Basic, it’s much easy to achieve the development of client program. AdoptingAccess2003as the underlying database and using development process of standardsoftware engineering, we can reach the goal of detailed design and implementation ofthe system. Detailed software testing is carried out through standard software testingmethods. The system test has proven the feasibility of solving the current military vehicle dispatch problems using these information techniques, which provide a newidea and solution for the military vehicle dispatch job.
