By usingthe new technology means, the case detection rate and processing efficiency and theservice level are improved, it is the urgent problem to solve for all managers in all cities.The thesis is under the background of urban management work in HangZhou, theapplication of information technology in the urban management work is discussed, inorder to implement a mobile urban management system through the topic research,service in urban management.The design and implementation of mobile urban management system is introduced inthe thesis, first of all, the present situation of the domestic and foreign for the subjectresearch is analyzed, and the cell phone terminal and Web development technology isdiscussed in detail, and on this basis, the user’ demand is analyzed in detail by the usecase diagram; Secondly, based on the user’ demand, the system framework and databaseare designed, the application of the cell phone terminal technology, the workflowtechnology, WebGIS technology in the system is discussed in detail; Finally, the schemeof the function test and performance test for the system is given; through the research,the achievements of the paper work include: a mobile terminal is developed, through theterminal, the illegal case can be reported to the urban management center at anytime andanywhere by the city supervisor, the found rate of the case is greatly improved; a lawenforcement and case management subsystem is developed, through the combination ofthe mobile terminal, the tracking and control of the work process such as reportproblems, audit, put on record, task assignment, processing verification and concludingcase is realized, the treatment efficiency of the case is improved; the application of thenetwork geographic information system in the system is realized, through the accuratepositioning for the geographical position, the timely geographic information basis isprovided for the case processing.In the aspects of the system structure, the current popular MVC framework model isused, which realizes the separation of the pages and codes, and the independent between business modules, that makes the system more scalability, portability than other similarurban management system; Through the application of workflow technology, makes thework flow can be in rule definition based on the actual business, the flexibility of thesystem is enhanced effectively. At present, the mobile urban management system hasalready applied in hangzhou’s urban management and law enforcement bureau, throughactual operation, it proves that the system has been achieved the desired results.
