Distance education is in rapid development period in China, the gap between China and western developed countries is lessening with an unprecedented rate with his own feature. The flourishing of distance learning based on Web speed up this trend. The development software and tools on web distance education is in different kind of varieties, even of the pick of development process. This paper is mainly on the implementation of distance education system, this process include the understanding of the distance education features, the using of UML and the making of the Software development process.The UML is an evolutionary general-purpose, broadly applicable, tool-supported, and industry-standardized modeling language. The UML enables the capturing, communicating, and leveraging of strategic, tactical, and operational knowledge to facilitate increasing value by increasing quality, reducing costs, and reducing time-to-market while managing risks and being proactive in regard to ever-increasing change and complexity.This paper introduces the history of distance education and the important phases of the development in china. It describes server frequently-used technologies on the development of distance education. And, it introduces the concept of UML, points out server common software processes and one of them used in this paper. Then, it introduces the useful three-tier architecture base on web and my architecture implementation. Finally, it describes the demand analysis, design and the implementation of the system with UML.
