In recent years, with the development of our national economy and the inrush of a large number of advanced foreign agricultural machinery, especially with the mutual support of national subsidy policies on purchasing agricultural machinery, the enthusiasm of ordinary people to buy agricultural machinery soars to unprecedented heights, which greatly promoted the rapid development of modern agriculture in China. Things will develop in the opposite direction when they become extreme, with the large increase of agricultural machineries, there have been an increasing number of problems in the production of agricultural machineries, and security risks continue to increase. In response to this situation, Qingzhou City will establish Agricultural Machinery Security Supervising Business Management System to gradually realize the full online collaboration of the examination and approval and service matters, which is carried out by the government departments to the enterprises and individuals, and to realize the collection and interaction of the real-time information from the beginning to the end by helping the units to establish a comparatively perfect online industrial management system. In this way, it is not only convenient for enterprises and citizens to work, but also dramatically regulate the supervision departments to standardize the agricultural machinery management business, and to raise working efficiency.The system uses concept of software engineering to analysis and design. This paper uses the system requirements analysis, system design, system detailed design, system implementation and system testing to describe the process of system implementation. In the requirements analysis stage, it uses case analysis of UML to describe its functional requirements, functional requirements cases, and draws its functional cases diagrams. In the system design stage, it introduces the system architecture design, system detailed design and database design. The system architecture design describes the functional architecture and technical architecture of the system, paints the functional structure, technical architecture diagram and the system network topology architecture; the system detailed design describes the system design in details, and draws a system static structure diagram, i.e class diagram and timing diagram; System database design describes the data conceptual model and the database table structure design. At the stage of system implementation, it describes the functional implementation of the system, and provides the functional effect diagram, activity diagram, and achievement code of some functions; the system test describes the system functional testing through testing cases. Finally, this paper work is summarized.Qingzhou Agricultural Machinery Security Supervising Business Management System is built on the J2EE platform. The system adopts the design concept of providing layering services supports to divide the system into five levels including database, middleware layer, EMALL infrastructure services, business performance, and system interface layer.It uses SQLServer2005as the database server to specifically realize the functions such as the systems management, user management, tractor registration management, file management, tractor driving business management and query statistics management and so on.Currently Qingzhou Agricultural Machinery Security Supervising Business Management System is perfectly deployed. The system has passed the test and can basically meet the business needs of Qingzhou Agricultural Machinery Security Supervising Management. It standardizes the management and effective control of agricultural machinery security supervision on a great degree, and raises working efficiency.
