This paper described about the development history of TV communication methods and mobile communication. People paid great attention on TV Since its appearance. And for a long period the TV has played the main entertainment role of families. Widely known TV series, wonderful programs of entertainment with news&funs home and abroad make people focus on the screen. While the requirement for timeliness and interactivity of TV programs continuously improve, the traditional transmission mode of TV shall be further enriched and changed as well. A couple of current transmission modes of TV programs are analyzed in this paper, which include Microwave, satellite, optical fiber, network and so on, and the traditional transmission modes have their own characters and spaces. At the same time, with the times of3G coming, the mobile communication has connected with internet tightly. Finally, the mobile internet will open a new era of the most convenient and fast communication in human history.The system designed in this paper adopts the C/S model and C/C++language at the client side, taking IMX27chip of Freescale as hardware platform and Linux as embedded software platform, using H.264coding and decoding algorithm and hardware coding technique with Low Bit-Rate which suits the internet transmission better, to bind the network links in order to realize the load balancing of multichannel, hereby to achieve the synergism data transmission between wireless network modules of multiple3G, in this way, the bottleneck problem of bandwidth of3G Transmission TV. Video Signal has been solved successfully. C#language which better suits the development of graphical interfaces is used at receiving end of client, and the real-time video image can be received and showed visually at receiving end, in this way, the operator can set the configuration of receiving end and choose the signal at more friendly human-computer interaction face, and direct access the signal into the broadcast system of studio to realize the real time live telecast of news site. There are three subsystems of3G live broadcast system designed in this paper, such as Transmission System of Audio&Video Collecting Coding, Platform System of Audio&Video Management and Operation, and Decoding System of Audio&Video. This system can realize real time live broadcast whenever and wherever possible according to actual requirement by combining Mobile Communication Network, Internet and Broadcasting Television Network together, and taking advantages of every net’s superiorities. This system has the characters of portable&flexible, cheap cost, good stability and wide applied range etc, which stands for the future development direction of combination TV live with mobile internet.
