The network of tax revenue between finance-taxation-treasury-bank is refers to the system which includes Finance Bureau, State Taxation Administration,Local Taxation Administration and Customs at all levels, People’s Bank of China and Exchequer nationally within the entire country, The taxpayers can declare tax and deliver tax receipt through the network while transfers the money to exchequer by using of modern information technology under the premise of unchanging the original service system. This model is based on Treasury Information Process System, not only established a broader platform for information sharing, but also simplified the whole procedure., the taxpayers can enjoy24-hours’service without leaving their homes, these efficient, convenient and safe net-tax services reduce costs, and realized taxation, finance information resource sharing as far as possible.This paper is based on the analysis of Treasury Information Processing system. According to general business process of the current tax departments; I analyzed the business of taxation terminal with UML and case diagrams. Then I analyzed the software development framework and business needs from business data, management mode and application function, introduced the module division and designed the network topology structure, logic model, technical architecture, database and operation timing for the system, especially the logic processing function of tax-service terminal, in this way, corresponding message transfer mechanism can be realized.TIPS is based on J2EE multilayer architecture. We can transmit messages by IBM Web Sphere MQ and use Enterprise Service Bus to maximize the using of hardware and software resources in network system. This loose coupling system is so flexible and it has excellent practicability and high technology content.
