On Problem And Countermeasure Of Mass Media In The Process Of Participation

Today, mass media plays an important role in social and political development. In the information age, mass media is round involved in the political process at an alarming force. Mass media and politics are closely linked; public participation needs mass media to deal with the public issue openly and transparently. In the sense of logic, the development of democratic politics needs public participation, and public participation needs mass media as a platform. In public-making process, through the information collection and dissemination, the mass media provides a way of understanding of government decision-making, participation decision-making and achieve the demands of their own interest to Public. The mass media ensure that the public policy making scientifically and democracy, and enhance the feasibly of public policy. The mass media shaped the character of the new citizens, stimulate the awareness of citizen participation in government decision and protect the basic political rights of citizens.Although, the mass media play an important role in participation process,but due to various reasons, it still exists problems, such as lack of a clear positioning in the process of public participation, the participation of the mass media’s authenticity, lack of media mobilization and asymmetric information in civil society organizations, and the problem of the participation of the mass media in social environment. Therefore, in order to improve the true role of mass media in public participation, it must make clear that the role of mass media, fully coordinated three field force of public, politics and market, must to break the government monopoly position in the policy process, make clear role position that the mass media as the unofficial policy main body. We must strengthen, revise and perfect the relevant laws and regulations, and rise " the decree of government information openness" to the level of law. We must make a clear description of Right to know of public. And strive to create a harmonious social environment, speed up the development of socialist democratic politics, the socialist economic system and socialist cultural.
