With the developments of technology and the requirements of modern warfare, data link for associating various battlefield platform, optimizing information resources and effectively deploying battlefield energy is being emphasized increasingly. There is an important need in data link system for the real time monitor and control which ensure data link system work steadily and credibly, moreover form clear and unifiable battlefield situation, it is the difficulty in data link study.The design and implementation of monitor and control system was accomplished in this paper, and the application in data link was analyzed thoroughly. First, Systemic depicting the conception and function of the tactical data link, a few of familiar data link were introduced for example link4, link11, link16and so on, which confirm study content in this paper; Secondly, Geography Information System of monitor and control system use and its platform of primary characteristic and basic function about exploring tool MapX component besides the implement process of secondary exploitation based VC++were introduced; Thirdly, Function requirement about link16protocol and standard JTIDS was given, and design of software and hardware has being done include System work flow、software module composing、program flow and so on; Finally, primary implement and test result of monitor and control system were given. The result shows monitor and control system can Real-time monitor and dynamic control data link system, ensuring the data link system works normally and effectively.
