How to management and maintain communications resources efficiently is relate to the improvement the ability of communication integrate service management, rational allocation of communication resource and further enhancement of assurance for communications transmission network. This essay is aim to design and implement a scientific, comprehensive, efficient and unified management and maintenance system for communications resources which is point at the present deficiency of management and maintains communications resources, especially for the practical situation of information spaces shortage, disorder resource, disunity of sub-communication system and incompatible data. This essay also contributes to the standardization of communication resources information and integration of logical service relationship and management. It is beneficial for the improvement of communication skill level and taking full advantage of communication resource.This essay realizes the system of communications resources through integrating communication resource data into GIS and combination of characteristic of communications resources and present situation of communication network management. In the first place, it states the basis of system development platform and introduces core skills of project development. Then, it defines the function need of "communications resources system", it also analyze the whole structure and put forward the design of triple structure of boundary layer, function layer and resource layer. Base on this foundation, author describes the main work in details which already completed. Firstly, it defines the design discipline of boundary layer and achieve it which according to characteristic of operator. Secondly, it complete a resource layer base on the design discipline and method—the design and implement of wired optical cable layer which includes detailed explanation of composing optical cable data and list structure of database. Thirdly, it completes two significant modules of function layer though detailed design and robocode, which is map operating module and resource searching module. At last, author brings forward the deficiency of the system and direction of further research.
