This paper was carried out at the Key Laboratory for Modern Precision Agriculture System Integration Research of Ministry of Education and the Artificial Intelligence Research Centre of Hebei Agriculture University. It is a part of the National High-tech Research and Development Programmer—Remote Diagnosis of Agriculture Diseases and Pests by Network Project (Project NO. 2002AA241221).Now the natural disasters take place frequently and the loss is growing year by year in our country. So it is very important that prevention & treatment of diseases and pests does well. There are many problems in prevention & treatment and prediction of agriculture diseases and pests at present because of lower technologic level. To improve disaster prediction precision by using information technology, it is under the circumstances that establishing a management information system for agriculture diseases and pests.Fruit Tree Diseases and Pests Geographic Information System (FDPGIS) is an interactive system. According to the demands of prevention & treatment and prediction for fruit tree diseases and pest, FDPGIS was developed with perfecter functions, better interfaces and lower cost in a short period.FDPGIS was designed and developed, based on the principle of software engineering and the study of spatial information processing techniques. The main results are listed as the following:1. According to the modern software engineering technology and spiral model, FDPGIS is developed using an object-oriented programming language and a GIS component, in order to shorten development period, cut down amount of work and ensure the system stability.2. According to amount of data, technique requirement and finance distribution, the system adopts ArcGIS software, a specialized GIS platform and COM technique for different users.3. All kinds of ways of getting spatial data were analyzed and compared. Finally we decided to use scan-vectorizing because it not only is a convenient way to obtain data but reduces the development cost.4.
