This paper mainly studies the IEEE802.11WLAN load balancing technology andimplementation. The current IEEE802.11standard does not support a mechanism todistribute stations, thus they select APs based exclusively on the received signal quality.This method will result in unbalanced usage of wireless resources and performancedegradation. Firstly, the existing WLAN load balance mechanisms are discussed.According to the existing mechanisms, we propose a Network-side controlled handoffload balancing mechanism and present its corresponding simulations and analyses.Simulation results show the scheme can improve throughput and load balancing factor.Secondly, considering terminal location, we derive a terminal selection algorithmdesigned for load balancing to minimize the impact on users already associated andactive STAs in the corresponding cell and maximize the total network throughput.Simulation results show that the proposed scheme is effective in improving systemperformance. Finally, the Network-side controlled handoff load balancing mechanismwas achieved in a framework of cognitive management.
