With the great development of the public meteorological service of China’s meteorological department, meteorological information could be found everywhere. However, the substantial raise of current Chinese people’s living level also enhances dramatically the demand of the meteorological information. At present, we should realize that the propagation of meteorological service information can not meet the rapid-growing demand of meteorological service in our country. The coverage of meteorological disasters’warning information need to be broaden, for there still remain blind plots in meteorological service information in the remote mountain areas, rural areas, pastoral areas, etc. Moreover, the timeliness of meteorological service information also cannot meet the society’s demand, meteorological disasters’warning information can only be transmitted by traditional ways, therefore, its timeliness is not very well. Its coverage is not wide enough, and need to be further improved. Under the new situation and new demands, we must innovate constantly our service manners and means."Electronic display", as a new and popularizing media, has become a carrier of our new meteorological information, and the emerging technology ArcGIS provides us a convenient informationization service solution.Firstly, this paper has studied on current related examples home and abroad about electronic display combining with meteorological profession, analyzed the application characteristics, application status, and business demands of electronic display business. According to the special requirements of meteorological information’s release and transmission, the paper designed system function and step process of electronic display screen, combined meteorological information service products with electronic display screen, and tried to realize the meteorological information’s release and meteorological disaster warning information’s transmission by electronic display screen on the basis of ArcGIS technology.Based on analysis of the system function, the paper designed the system function module, and designed the electronic displays’management structure under linkage management mode of the provincial, municipal and county levels, and designed the map control module based on ArcGIS, in the control module, function can be accomplished by graphical operation conveniently. Then, the paper designed and developed meteorological electronic displays’management system of Shaanxi province by JAVA language, and realized the purpose of systematized management to the meteorological electronic displays in shaanxi province. Finally, the system was tested completely through practices to ensure the availability and practicability of the system..The meteorological electronic displays’management system based on ArcGIS has realized the organic combination of the electronic display screen and meteorological information service product. Application of the system has enhanced greatly the ability of meteorological information service, expanded the coverage, enhanced the influence, improved the timeliness’rate of meteorological disasters warning information’s transmission, enriched information capacity under the single way of meteorological information transmission, provided a powerful help for the settlement of meteorological information services’"last kilometer" problem, and also provided reference for the social public’s disaster prevention and reduction, and the government’s decision-making on dealing with emergency for emergency rescue and disaster.Compared to similar applied systems, the system firstly combined meteorological information service with ArcGIS technology in the similar applied systems, which broke through former traditional method only work by such as form, table, etc. So it was more advanced and intuitive. Henceforth, I will continue to develop more in-depth research, to perfect feedback function of terminal information, and to apply more ArcGIS function to meteorological electronic display system.
