With the deepening of the digital oilfield process, the application of computertechnology has been used in many aspects of oil production management. DaqingOilfield Planning Designing Institute (DOPDI) undertakes the programming,designing and financial budget work in various types of construction project, a lot ofground project historical data and engineering cost information sources are in thehands of individual managerial department. Business personnel couldn’t understandthe information data and the price information of the equipment for designing timely.Administrator couldn’t know the investment situation and project process well in eachrun phases timely. The overall control and coordination are unable to make for theproject. The transmission of engineering data between planning departments,designing institute and constructing departments depends on the paper reports. Theprocess is complicated and inefficiency. Information Islands come into being for noshared data between each department.The platform of information management of engineering cost will concentratethe disperse cost information for tracking and management. The real-time collectionof accounting for a variety of engineering cost data will be carried out. The sharing offull cost information will be achieved efficiently. The work pattern of upstream anddownstream sectors investment linkage control will be established by this platform.The whole process of cost management will be carried out. The level of project costmanagement will be enhanced.The platform will be developed by means of Oracle data base, maternal editionpage layout technology, Rdlc report design tool and B/S three architectures. Userbusiness process and requirement analysis will be carried out combining with theactual situation. Four functional modules of information management of engineeringcost platform will be proposed and designed, as follows:(1) User login module Identity verification and specified permission assignment will be established inthe module. The types of the user include data management user, advanced query user,and ordinary users by the permission.(2) Project cost data management and maintenance moduleThe whole process of project data entry and management will be established inthe module. The module includes project overview, investment estimation, estimatecost, intended investment, contracts investment, and settlement investment. Each partwill be developed by means of production project and other project, some productionprojects include subproject.(3) Project cost data query report moduleProject cost data will be operated in the module, such as query show, download,and print. The module includes project overview, oil wells classification, economicevaluation data, estimated data, budget data, planning data, contract data, andsettlement data.(4) Equipment price query moduleAll kinds of equipment price and ground construction investment index will beretrieved in the module for ensuring the project development smoothly. The moduleincludes the standard equipment price, the nonstandard equipment price, the specialequipment price, and the ground construction investment engineering estimate price.In the development process, the functionality, practicability, friendly interfacelevel of the platform meets the needs of practical work by the communicationbetween three user sides. The platform of information management of engineeringcost could carry out data entry, real-time accounting, and storage accurately. Theprocedure of data management and maintenance is clear. The functions of date queryand query report are powerful. The interface of the system is artistic, and theoperation is convenient.The platform of information management of engineering cost has achieved theexpected goal. The actual management need has been satisfied. The platform hasintegrated with engineering cost information, established the network management ofthe cost project, and achieved the real-time calculation and sharing of data information. Meanwhile, the platform has been achieved in project cost management,promoted the cooperation between the relevant departments. This platform hasacquired the favorable social benefit and economic benefit. It has powerfuluniversality and practicality.
