The news reporting is the main way to spread information and guide public opinion of media. The media influences the behavior of the audience by reporting news. This effect may be positive or negative. It depends on whether the media can hold the "degree" of news reporting. News’s "degree" is not only a theoretical issue but also a practical problem. The news is the reporting of the latest occurrence of the facts. News reporting emphasize objective and impartial, so the journalist should write with the facts. But the news can’t copy the objective things like mirror. And in the choice of news stories and description of the facts, it is inevitable leaving reporters’subjective traces. News reporting is a subjective activity for reporters. But this does not mean that there is no limit. Without limiting, it is easy to surpass the limits of news reporting for the journalist. At present, the media does exist in many over-reported phenomenon. This article summarized these phenomena to the media: For example, the media reported a certain class of things too frequently, it’s easy to construct a false social reality; Journalists inject subjective feelings too much in news reporting, it may hinder the social justice; Reporters pursuit of the news limitation excessively, which may cause false news. And so on. The over-reported reports are contrary to the essential requirement of the news, and the same time they have negative impact on society. In order to avoid the negative effects, journalists need to hold the "degree" of news reporting. News’"degree" is not only the boundary for maintaining the essence of the news, but also is the standard for measuring the quality of the news. How to hold the "degree" of news reporting? Here relates to the standards of the "degree" of news coverage. With these standards, the behaviors of the media and journalists have norms. In general, there are three factors which may affect the reporters on the choice of news stories. They are whether the facts are true, whether the news stories have news value and whether there are good communication effects. This article summarized the standards of news’"degree" from the three aspects, raised the methods that to hold the "degree" of news reporting, and also request the behavior of the media and journalists. I hope that this research can be learned by journalists.
