The rapid development of each different, Xingyue network technology, promote the development of Longquan District, Chengdu e-government work. E-government work more convenient, fast; e-government system work efficiency has been improved;At the same time, the characteristic of open office; caused by information security problems have become increasingly prominent; bring harm to government departments and public interests, and even endanger the national information security; e-government system involves a large amount of secret information, compared with the normal system, with high safety requirements, such as anti tampering, forgery, security and privacy sex, etc.; according to the requirement of the general layout of the e-government, in-depth study of the problem of safety of Chengdu Longquan District e-government security system; design and implementation of the Chengdu Longquan district government e-government now.The first is the study of the network security, public key infrastructure(PKI), digital signature, digital certificate and the access control technology; second is the feasibility study of the whole security system, establishing security policy; the main work of this paper includes: PKI theory as the guide; using the OpenSSL toolkit, a certificate of completion certificate service center, service center frame, unified user issuing electronic certificates, as well as the USB key equipment, including electronic certificate and private key, the user in the system; the design and implementation of "security authentication system of digital signature and USB key key" mode, ensure the authentication security effectively improved role-based access control subsystem based on user rights; strengthen management of intrusion prevention system, put an end to the user and illegal user destructive invasion; the use of non symmetric encryption and asymmetric encryption technology, to achieve a "one secure transmission technology a secret" documents, ensure the security of files. Finally realizes the authentication, access control, secure file transmission subsystem test, results show that, the system with the Chengdu City Longquanyi District e-government network security design requirements, have been verified in practical work, produce good economic benefit and social benefit.
