Recently, Computerized Adaptive Test, which has achieved impressivedevelopment on the research and application of test theory, is with the characterics ofjustice, safety and high efficience. There is most important to go further on the studyof skills, concepts and congnitive process in the test thoery.which just are the keypoints to check the cognitive defects and skills of the tester.An excellent adaptive test process should not only be able to measure the abilityof the testee, but also can inspect their knowledge structure and cognitive deficits.The CAT, which based on the knowledge space theory, can obtain the testee’sknowledge structure as well as the cognitive defects at the same time. But theknowledge status finally confirmed by the above testing process takes some specificissues as reference, which is without univesal meaning. At the last of the testing, wemust convert the problems into the skills. Skill, which can be regarded as relativelystable objects, consists two parts: Noun or noun group—course contenst or concepts;Verb or verb group—cognitive process. Conceptual structure, which is composed ofthe dependent relationship between concepts, is the core of knowledge.It’s the sourceof people’s cognitive ability. Verb is the behavior based on the content, concept andknowledge, means the anaylize ability on the concept and the comprensive ability onthe thinking. In the paper, the author based on the knowledge space, changes theknowledge domain from issue to skill which is treated as the basic element, andGivesthe Construction Algorithm of skills and the algorithm of get the minimum skills,Andthe state of the construction minimum,raises the Skill knowledge Space. Skillknowledge Space is composed of non-empty finite skills set and skill state set, thelater reflects the tester’s skill sets, that is the management and cognitive level on thespecific knowledge domain concept. so the result of the Computerized Adaptive Testbased on skill space theory can fully reflects the tester’s knowledge structure, skilllevels as well as the cognitive level from the angle of cognitive domain and educationtest and evaluation objective classification theory. Upon the skill space theory, theauthor designed the adaptive test process and proposed to take the fringe thought ofthe skill state boundary theory as the evaluation strategy for the skill state, so that canfast test the testee’s skill level and cognitive defects.Skill, which is the most basic element of skill space, based on the concept structure and congnitive level and can clearly reflect the tester’s skill level,knowledge structure and cognitive defects. The CAT which is upon the skill space cannot only test out the real ability of the testee, but also guide the testee to learn thecontent that has not master but close to the knowledge structure that already beenmanaged.
