As China’s national economic development and improving the quality of ourcolleges and universities have been expanding student enrollment, an increase instudents enrolled in classes, to the university’s financial sector has brought a hugeamount of work, and that college students have become diversified informationmanagement fees and complexity, how to efficiently manage the fees of students of theuniversity’s financial sector to become major problems. Therefore, developing a soundand efficient management system for student fees and efficient development isessential.Over the years, many colleges and universities nationwide are still using manualmethods to manage student fees, there is low efficiency, heavy workload, inadequatemanagement and poor results, the project aims to develop a functional, informationtechnology, and intelligent charging system for the efficient financial sector hasbrought efficiency and convenience.This in depth analysis of the efficient management of the basic situation ofstudent fees, the actual demand from the system, using the more popular current B/S(Browser/Server) structure and dynamic web development technologies ASP.NET, C#language, based on WindowsXP Professional operating system, database technologychosen SQLServer2000database. Through a series of system requirements analysis,design, coding, testing, etc., so that a user management system implementation, thedictionary management, charge management, query management, statisticsmanagement, student movements, system maintenance, the standard initializationfunctions. In this paper, UML (Unified Modeling Language) to model the systemdesign business, and the system needs improvement, summarized.In summary, we charge the full analysis of efficient and fully reflect the businessneeds of individual users, based on the design and development of various types ofcolleges and universities for the national toll management system. Practice has provedthat the system is running the process, with rapid retrieval, low cost, rapiddevelopment, high-performance, cross-platform, easy to extend, excellent performance,these benefits greatly improve the quality of university management fees, managementfees have become so fair, open and implement rules and scientific.
