With the release of the country’s third-generation mobile communications licenses,telecom service enterprises need to build a strong and powerful business supportoperating systems in the shortest possible time, the use of project management theory ofthis type of software project management, can effectively improve the manage theoperation level, and control project risks, and to grasp the progress of the project.In this paper, the characteristics of companies targeted analysis and exploration, andselect the use of modern mobile communications services, software technology,computer database technology, using a proven Project management software, riskcontrol and management software, and each developed independently of differentcommunication tools such as unified communications software, project management ofinformation technology. The author is also a detailed analysis of the characteristics ofsimilar software projects, and issues related to screening, to form a theoretical systemfor this type of software project management, and the actual work cases, interpretationof the research on how to use this set of theoretical system, guidance the thirdgeneration mobile communication services to support the work of the class softwareproject management and operation.On the basis of the analysis of a communications company’s existing projectmanagement from project management perspective and vision, the organizationalstructure of information technology project management process, information,communication, target control, schedule, risk control, quality control management themethod is used to sort out the basic context of information technology projectmanagement. The practice of project management, project management, schedulemanagement, communication management and risk management, three key points on adetailed theoretical analysis and case description, clear that the project managementprocess, we must grasp these three critical point, and on the basis of comparativeanalysis, to find effective methods to solve practical problems.
