With the development of the modern stealth technology, traditional radar systems face onmore and more threats and challenges, including target stealth technology, low altitudepenetration and electronic interference. On contrary to conventional radar systems, passivelocalization system directly receives radiation target electromagnetic signals to estimate thetarget’s state. It has characteristics such as anti-stealth, low consumption and environmentfriendly. In the other hand, with the radio-goniometry systems as the observation stations, thepassive localization system can not only detect the targets’ location information, but alsodetect the targets’ communication signal frequency. So, establishing the passive localizationsystem can improve the current radar system, it will have military value and aerospaceapplication value.Then this paper introduce related theories of passive localization technology, including thelocalization technology,location compatibility judgment, WSG coordinate system conversion,error ellipse theory and propose an improvement localization solution based on the basiccross-localization theory and the trajectory information. This optimized solution considersthe trajectory as an additional DF (direction finding), so it makes localization more accuratelyand has less error.Then briefly introduces the three-dimensional computer technologies and makes a comparisonof the mainstream3D engines, including JME, ORGE and Gamebryo. Combined with thebackground of the project, choose JME as a3D engine for the system’s three-dimensionaldisplay side. After choose the3D engine, make an overview of the JME.The focus of this paper discusses the design and implementation of the3D passivelocalization system based on JME, the system is divided into four layers: the presentationlayer, business layer, data layer and data collection layer. The presentation layer is used toprovide data to the users; it is the3D display layer. It provides the data to the users by the wayof three-dimensional display. The business layer implements the system’s business and datarules. It is mainly responsible for the implementation of passive localization algorithm, theaccuracy measure calculated as well as the corresponding system function. Data layer definesthe data access standard. Data collector used to collect the data provided by the observationstations, it can also make data fusion. Data fusion can improve of the information delivery,conversion and management’s efficiency. What is more, it can make the system has a goodload balance.Then introduce a functional and performance test for the system, the test case is: detecting the targets in the different positions in a same trajectory. Summarizes the changes of the errorellipse, and compares the error ellipses before and after using the optimized algorithm. Finallymakes a system evaluation and also makes a prospection for the system.
