The problem of Rural areas, agriculture and farmers, is a key issue restrictingChina’s reform and development. At present, the central goverment, has built thedistance education system for the party members and cadres in the country towns andthe vast majority of administrative villages, which use satellite, network, radio andtelevision on a regular basis transfer policies and regulations, market information,scientific and technological knowledge and educational content to the villages. Thevillage level distance education sites receive, learn and spread to the masses of partymembers and cadres. However, in the implementation of the existing application ofdistance education system for rural grassroots party organizations, there are still someproblems, first, single and content of information transmission direction of the nationaluniform; second, difficult to adapt to the different areas of diffefences in cultural,production conditions, and industrial structure; third, the relevance of education,real-time, interactivity and effectiveness need to be improved.With the help of the theory of distance education, collaborative theory and publicmanagement theory, the integrated use of logical analysis, empirical analysis,comparative analysis of research methods, from a variety of angles, such as the type ofdistance education, implementation, technical means and so on, do a research on a seriesof questions, such as the distance education in class the main responsibility for therights, division of labor and coordination mechanism. According to the five categoriesissues in the electronic party of grassroots rural: miscellaneous information, isolatedislands of information, information needs and match, the effective transmission ofinformation, information literacy, use a variety of computer and related technologies toachieve the basic system model, and put forward the information security policy, bycreate a three-dimensional, comprehensive collaborative mechanism for the collectionof information, a reasonable classification and effective public to meet the individualneeds of the grassroots party organizations.In this paper, on the basis of the security of information, focused on integratinginformation, collecting and classifying information, searching information, mining information. For the electronics of party building is a high density of party building andthe nature of long-term extension, to take the security and stability of the Drupal opensource content management framework to achieve the system architecture; based onBrowser/Server mode, using the PHP language, realize the cross-platform, andimprove system performance. With theimprovement and extension of the system, Web streaming media technology-baseddistance education system is bound to contribute to the development of our e-party.
