The Application And Research Of The Report-Spare System For Exit&Entry Administration Ministry Of Public Security

This paper focus on analyzing the report-spare system of Exit-Entry management of Public Security in detail based on the close connection with practical work. From the propose of the demand of report-spare system to the realization of the design of data structure, we introduce the application of the report-spare system in detail and also the important role it plays in practical work combining the aspect of fingerprint acquisition of electronic passports. And it would have a positive significance for strengthening exit-entry management of public security, and maintaining the good order of exit and entry.This paper introduces the report-spare system based on the practical demand of the record unit at the grass-roots level in public security Exit-Entry management information system in Shandong province. The system is researched and developed in the aspect of records of illegal exits.The designing and the achievement of report-spare system as one of the subsystems of Exit-Entry management information system is completed through the test and improvement over and over again by the ministry of public security and the exit-entry administration department of the province.The establishment and commissioning of this system strengthens the control efforts of the management of illegal exit of public security.The report-spare system sets particular entry examinations and approval authorities to departments at all levels. And it regulates the process strictly. The report-spare system of departments at all levels could associate automatically with the national population information database and the Exit-Entry query system of public security ministry. And then it compares the personnel data with information from database and prompts relevant information in a dialog box pop-up automatically when it comes to the information record repeatedly or encounters the criminal suspects with valid passports.Perfect report-spare system could not only guarantee instantaneity of the data information and also ensure verification of the personnel information. It could prevent happening of the circumstances of exit of person without legal approval.This paper introduced the ordinary electronic passports newly applied by the public security ministry. We implant electronic chips with information of personal basic material and facial image as also as the fingerprints in ordinary passports to get the new electronic passports.With more reliable digital encryption technology and more advanced printing anti-counterfeiting technology as also as the more beautiful theme design, we try to ensure the high safety of the ordinary electronic passports.This paper mainly introduces how to use the collection system of biological characteristics as the necessary condition to realize the fingerprint acquisition from the aspects of its application environment and the system installation configuration as also as the mode of fingerprint acquisition. Fingerprint images are achieved by the biometric acquisition system. It realizes the digital process of the fingerprints by using the local transformation of space and frequency to extract available feature information, using wavelet transformation to compress, and using comparison functions to implement the identity of the identificasion. The calibration system would compare the personal information to the fingerprint templates automatically for the further accuracy and effectiveness of the fingerprint information when the application are put into the system by the Exit-Entry department of public security.Despite the defects of the applicant own fingerprints, fingerprint information of the applicants acquired by the public security is quite real and complete and effective based on the characteristics of specificality and invariance.Sharing and correlating with the information database of national at large criminals and the integrated platform of Shandong province, we can use the huge database of fingerprints as the important mean of human recognition by comparison. And this could improve the performance of the report-spare system applied in practical work gradually.The great behaviors in the combination of pertinence and practical applicability and advancement make this system contributes quite a lot to the information construction of Exit-Entry administrative departments.
