The Study Of Establishing Public Archives Under The Situation Of Opening The Government Information

May1st,2008, the Government Information Open Ordinance of the People’s Republic of China carried into execution. The public archives are the important platforms of opening government information. The public archives are tightly connected with the opening of government information. The above ordinance has great significance for the archives project of our country, especially in the transition of the government archives to public archives. How to make good use of the opening of government information, strengthening the theory and practice research of public archives, and promoting the development of the archives project, serving for the society is the main intention of this thesis.From the development of public archives of overseas, establishing public archives is inevitability. Nowadays, the basic functions of the public archives in our country list below. First is the enforcement function of policy and the law. Second is the public information resource collection and conservation function. The third function is the consultant and use of public information resource; The forth is the historical and cultural education function. The fifth function is to provide public cultural and leisure features. Public archives play important roles in the opening of government information. Public archives are the legal place for government information consultant and is the practical choice. Public archives have the character and experience of supplying information service, with the abilities of collecting and managing information. Furthermore, public archives have available information spread channels and professional information management staff.Our country is practicing the service expanding of archives and promoting the establishing of public archives, but now we meet some problems. First is the consciousness of archives, including the social consciousness of archives and citizen’s consciousness. Second is the problem of resource building, with simplex content and unreasonable structure. Third is the service ability including the staff and the technology facilities. Forth is the close environment of archives. The Government Information Open Ordinance puts forward particular demands on public archives including work idea, policy, documents filing, information opening, service contents and style, informationization management, staff quality, etc.Under the situation of opening government information, varies government archives should try their best to establish public archives with Chinese characters by using new ideas and methods, obeying the social characters of our country, consulting other countries’experience in establishing public archives. This thesis put forwards the major contents of current construction of public archives. First is to edit the Law of Archives of People’s republic of China. Second is to build the open resource systems. The third is to furtherly open the archives information. The forth is to establish a convenient utilization system. The fifth is to build digital archives. The sixth is to improve professional qualities of the staff.This thesis uses several methods of research. First is to invest relevant documents to collect information of public archives. Second is to analyze the public archives establishing project, and compare the effects of different archives management system, and to find the character and the rule of establishing public archives, and finally put forward the measures of establishing public archives. The Third is case studies. By analyzing the practice and problems in establishing public archives of Qingdao Municipal Archives, to demonstrate the necessity of building public archives and find the effective methods.
