Constructing The Digital Archives In The View Of New Public Management

With the wide development of the information technology.the digital archiveses have emerged,however,the layout constructing digigal archives is just limited to digitalize the records.which can make digital archives be marginized and separated.So It is very necessary to scrutinize the old mode and discover problems before finding a new mode for digital archives construction.Exerting some research methods.such as data statistics and demostration survey.this thesis introduces New Public Managements new point of the view,after analyzing the background,theory,problem of the ole mode.It is because of New Public Management that E-governance was presented.This theory advises the government to utilize various resources effectively,enhance its transparency and performance. In the view of New Public Management,the digital archives will be merged with government resource construction.so as to prompt government information sharing and perfect information open service.Since archives records the government activities,they should be managed from start to end.in order to control information dynamic process.Discussing the construction of digital archives based on management.not on technology.the thesis brings forward one target design for digital archives.namely to integrate government information resources and arrange the national asset stocks effectively as well.The objects.integrated by digital archives.consist of original records.electronic files.catalog&index and special databases.Meanwhile.the digital archives frame includes two platforms and four databases,. After surveying Zhejiang Provincial governmental organizations and the information utilization of Zhejiang Provincial Archives and Zhejiang Provincial Active Records Reading Center.demands and practising feasibilities to integrate government resources are proven.Finally.some countermeasures and suggestions are put forward.
