With the rapid development of mobile communication field and one year’s official business of3G in China, a mobile application has developed greatly.3G promotes the BREW platform’s rapid development in the mobile phone terminal application areas, and also promotes the mobile value-added service which is closely related to people’s daily life into a new developed era. In many areas of mobile value-added service, the services based on UTK technology undoubtedly occupy an important position. So in the face of many BREW mobile phones in the market and the value-added service based on UTK, researching the mechanism of UTK and applying to mobile client is undoubtedly of important practical significance.Relying on the BREW platform and beginning with the actual issue of value-added service based on UTK technology, this article has designed and implemented a UTK application framework with extensibility and portability. First of all, from the basic knowledge of the design and implementation of the UTK application framework as the startpoint, this article introduces respectively BREW technology and UIM card basic characteristics.Then, this article has introduced the basic principle of UTK mechanism and listed the common proactive commands. Afterward, this article introduces the design ideas and implementation details of UTK application framework detailedly. From the software engineering’s point, we advance a kind of a hierarchical design, expound the functionality and design project of all the levels, and make a special effort to the implementation details of every level. Finally, this article show the shortage of the application framework and the main study direction of the future.This UTK application framework meets the design requirements for the BREW platform and complies with the industry standards of GSM11.11and GSM11.14. Currently it has been applied to a cell phone’s commercial development project at Neusoft.
