Telemetric satellites mainly include meteorological satellite, earth resourcessatellite, ocean satellite, military satellite,etc. They can directly serve the domesticeconomy development and military action, and have become a big family ofapplications satellite. Recently, they are widely used and rapidly developed. At the sametime, the request for the capability of on board data computing, automatic control andtasks management are increasing for them. Current data-handling computer fortelemetric satellites can’t satisfy the request for universal, processing capability andindependent fault-tolerant. Thus using a space processor with small size, high speed andhigh reliability to build the spaceborne computer for the telemetric satellites has beenthe development trend.The task described in this thesis is based on the telemetric satellites and the aim isto design and achieve a universal on board data processing computer with long life fortelemetric satellites. By using embedded microprocessor TSC695F as CPU which isespecially designed for space applications, computer’s processing speed andradiation-tolerant ability are improved. The reliability of data-handling computer isenhanced duo to technology of independent fault-tolerant. The technology includes faultdetection and recovery of memorizer, FPGA fault-tolerant and system fault-tolerantdesign. Data-handling computer can be used widely because several functions are addedsuch as telemeter encryption techniques, independent management of satellite powerand independent fault-tolerant. The systemic scheme and technology detail will bedescribed in this thesis. Spatial independent fault-tolerant design will be introduced asemphasis. Engineering showpiece is done in this task, including the design, manufacture,experimentation and systemic certification.Thanks to the high data processing speed, fault-tolerant design and reliabilitydesign, the spaceborne data-handling computer designed in this thesis can satisfy therequest for long life and high reliability of telemetric satellites in10years, and theresults of its design and certification can be used as references or suggestions for thesimilar products in other kinds of satellite.
