With the continuous development of communication industry, telephone which has only voice service before, now has turned to the multiple function and integrated with voice,data,net and other services.3G mobile phone refers to mobile communication terminal that combines the Internet technology and wireless communication. Smart phones based on Android platform are not only free and also open source, and can provide more functions and applications, so smart phones gradually began to occupy the top of the industrial chain, to get the public’s and manufacturers’ favor.Video telephone service is a set of image, voice in the integration of multimedia communications business, can realize people face-to-face communication, which both the caller in the call process can see each other scenes. Video phone is one of the most important value-added application in3G network time.This paper implements the videophone developed on the Android platform on the research of Android system framework. Firstly this paper introduces the Android platform as well as videophone research background and significance and analyzes on the domestic and international application status, then from the main characters of Android and the overall architecture, this paper detailed introduces the Android platform. And the design of videophone based on hardware system scheme is presented and reviewed in this paper. The secondly part describes the videophone module for each of the constituent, and from the upper bottom layer by layer analysis of the video telephone function and implementing method and How to use code to control each component. The last part describes the phone frame and the start of the phone. In this paper Java Framework layer and RIL layer of videophone have been Specific analyzed. And on this basis the main work of my project is the design and implementation of video telephone call control module function.Finally the paper has token functional test to the smart phone, and gives the test results of analysis. From the testing results of video telephone, audio and video call good effect. The results also show network transmission delay low and shake little. So the basic functions of videophone are almost realized.
